Strengthening Civilizational Dialogue to Promote China-Africa Friendship
—On the Occasion of the First International Day of Civilizational Dialogue

On June 7, 2024, the 78th United Nations General Assembly adopted a resolution proposed by China, designating June 10 of each year as the International Day of Civilizational Dialogue. This aims to enhance global awareness of the value of civilizational diversity and promote dialogue, mutual respect, tolerance, and global solidarity. The UN Secretariat has since established a dedicated website for the Day, reaffirming the importance of civilizational dialogue. China’s initiative to launch this resolution stems from deep concerns over the worsening peace, development, security, and governance deficits in today’s world—exacerbated by rising conflicts, unilateral bullying, and frequent hotspots. It is also a concrete measure to implement the Global Civilization Initiative, promote common human values, and practice true multilateralism. As the first International Day of Civilizational Dialogue approaches, let us review the fruitful achievements of China-Africa and China-Nigeria cultural exchanges in recent years, understand China’s internationalist concept of civilization and "universal vision," and envision the bright prospects for China-Africa and China-Nigeria cooperation.
In the new era, President Xi Jinping has visited Africa five times, proposing the principles of sincerity, real results, amity, and good faith for China-Africa policy, the correct view of justice and interests, and the spirit of China-Africa friendship. These have elevated bilateral relations between China and all African diplomatic partners to the strategic level and upgraded the overall positioning of China-Africa relations to a new-era all-weather community with a shared future, ushering in the best period in history for China-Africa ties and setting the tone for cooperation.
In September 2024, at the opening ceremony of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), President Xi proposed the six propositions for China-Africa joint promotion of modernization and the "Ten Partnership Actions." The "Partnership for Civilizational Mutual Learning" ranks first among the Ten Actions, alongside the "Partnership for People-to-People Exchanges." China is willing to build a platform for exchanging governance experience with Africa, deepen exchanges on party and state governance, and has designated 2026 as the "Year of China-Africa People-to-People Exchanges." Under the guidance of head-of-state diplomacy, the FOCAC Beijing Action Plan (2025–2027) further details cooperation measures, proposing a package of specific projects, including:

Deepening the "Future Africa—China-Africa Vocational Education Cooperation Program," co-building engineering and technology colleges with African countries, and establishing or upgrading 10 "Luban Workshops" and 20 schools;

Providing 60,000 training places for Africa, focusing on the "Africa Women Empowerment Program" and "Africa Youth Development Program";

Improving China-Africa science, technology, and education cooperation mechanisms, establishing a China-Africa Digital Education Regional Cooperation Center;

Implementing 10 people-to-people exchange projects, advancing the China-Africa "Cultural Silk Road" initiative, inviting 1,000 African cultural and tourism professionals to China for training, and launching the "China-Africa Radio, Television and Audio-visual Innovation Cooperation Program," among others.
The Ministerial Meeting of FOCAC Follow-up Committee to be held in Changsha, Hunan, China in mid-June will be another milestone in deepening China-Africa cooperation. Aimed at implementing the spirit of China-Africa leaders’ meetings, the meeting will set a benchmark for high-quality Belt and Road cooperation, model the implementation of the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative, continuously enhance the sense of gain, happiness, and security of African people, and accelerate China-Africa common modernization.
General Secretary Xi Jinping has emphasized, "State-to-state relations thrive on people-to-people friendship, and people-to-people friendship thrives on heart-to-heart communication." People-to-people amity is an inexhaustible driving force for world peace and development and a fundamental prerequisite for win-win cooperation. The China-Nigeria Huaxing Art Troupe is a key participant and witness to people-to-people exchanges between China and Nigeria. Through the "China-Nigeria Cultural Exchange on Campus" program, the troupe has visited hundreds of schools in Lagos and surrounding areas over the years, showcasing the rich cultural heritage of both countries and presenting performances blending Chinese and Nigerian cultural features—including songs, dances, martial arts, and musicals—playing a harmonious melody of China-Nigeria civilizational mutual learning. While introducing Chinese cultural charm to locals, the troupe also stages traditional dances of Nigeria’s three major ethnic groups (Yoruba, Igbo, and Hausa), helping Chinese citizens in Nigeria appreciate local culture and narrowing the emotional distance between the two peoples. Born from production workshops, the Huaxing Art Troupe has achieved creative transformation and innovative development of civilizational dialogue and excellent traditional cultures through factory practices, promoting mutual understanding and amity between the two nations.
An African proverb states, "There is no better mirror than a best friend," concisely illustrating the significance of civilizational dialogue—equality, mutual learning, mutual reflection, and win-win cooperation. "True friends walk the same path." As the world’s largest developing country and the continent with the most concentrated developing countries, China and Africa are closely linked by shared development dreams. For 35 consecutive years, China’s Foreign Minister has chosen Africa as the first stop of their annual visits, fully demonstrating the enduring China-Africa traditional friendship and China’s consistent commitment to friendly cooperation with Africa. Side by side on the path of modernization, China and Africa have always understood, trusted, supported, and helped each other. The authenticity of China-Africa friendship is reflected in pragmatic cooperation: China adheres to the correct view of justice and interests, 助力 (supports) Africa’s development through Chinese-style modernization, and ultimately achieves mutual benefit. China is committed to strengthening dialogue and consensus with African countries in political, economic, cultural, social, and ecological civilization fields. On the occasion of the International Day of Civilizational Dialogue, China will continue to enhance civilizational exchanges and mutual learning with African countries, including Nigeria, and work together to promote a new development of diversity and inclusiveness, providing inexhaustible momentum for the progress of human civilization.
