Nigeria Joint Defense Security Risk Information Weekly Report

I. Social & Political Briefing

Political Aspect: On May 23 (local time), Nigeria's ruling All Progressives Congress (APC) convened a national summit, attended by top officials including President Bola Tinubu, Vice President Kashim Shettima, and Senate President Godswill Akpabio. During the conference, governors from all states unanimously endorsed Tinubu as the sole presidential candidate for the 2027 general election. Meanwhile, the opposition camp accelerated integration: key opposition leaders such as former Vice President Atiku Abubakar, Labour Party presidential candidate Peter Obi, and former Kaduna Governor Nasir El-Rufai recently announced the African Democratic Congress (ADC) as the unified political platform to challenge the incumbent president in 2027.

On June 5 (local time), President Bola Tinubu delivered a national televised speech for Eid al-Adha, acknowledging the short-term pains of current economic reforms but emphasizing that "the worst is over." He noted positive trends in major economic indicators, pledged that reforms would ultimately improve people's livelihoods, and called on the public to remain united and patient.

Economic Aspect: On May 30 (local time), Moody's upgraded Nigeria's credit rating to B3 and adjusted the outlook to stable. Moody's expects Nigeria's recent progress in external and fiscal sectors to continue, though a drop in oil prices could slow the pace.

2.1 Borno State: IED Attack on Bus Stop Kills 9
According to Premium Times, a makeshift explosive device (IED) exploded at a bus station in Mairari Community, Guzamala Local Government Area, Borno State, on the morning of May 31, killing 9 and injuring dozens.

2.2 Zamfara State: Armed Bandits Attack Checkpoint, 3 Dead
Daily Trust reported that armed bandits attacked a joint checkpoint along the Gusau-Kaura Namoda highway in Zamfara State on the morning of May 31, killing 2 members of the Civilian Joint Task Force and 1 community guard.

2.3 Benue State: Armed Herdsmen Hijack Bus, Kidnap 10
The Punch stated that suspected Fulani armed herdsmen forcefully intercepted a commercial bus along the Owukpa-Orokam highway in Ogbadibo Local Government Area, Benue State, on the evening of May 31, kidnapping 10 passengers.

2.4 Zamfara State: Armed Bandits Attack Multiple Villages, 4 Dead
Daily Mail reported that armed bandits launched a series of attacks on villages including Bargaja, Makera, Kahuta, Hayin Mai Cibi, Yar Geba, Hayin Yakubu, and Unguwar Mata in Gusau, Zamfara State, from May 31 to June 1, killing at least 4 local villagers and abducting dozens.

2.5 Enugu State: Unknown Gunmen Attack Vehicles, Kidnap 8
Sahara Reporters stated that unidentified gunmen intercepted multiple vehicles along the highway in Obioma Community, Udi Local Government Area, Enugu State, on the afternoon of June 1, kidnapping 8 passengers.

2.6 Benue State: Violent Clash Between Communities, 15 Dead
Daily Trust reported that a conflict erupted between residents of Mbakine and Ojumole communities in Gwer East Local Government Area, Benue State, on the evening of June 1, resulting in at least 15 deaths and the destruction of hundreds of houses.

2.7 Benue State: Armed Herdsmen Attack Communities, Over 43 Dead
Channel News reported that suspected Fulani armed herdsmen attacked Tse-Antswam Town in Naka Area, Gwer West Local Government Area, and Edikwu and Ankpali communities in Apa Local Government Area, Benue State, in the late night of June 1, killing at least 43 local residents.

2.8 Kwara State: Terror Group Attacks Village, 5 Dead
Sahara Reporters stated that Duruma Village in Baruten Local Government Area, Kwara State, was attacked by the "Mahmuda" terrorist group on the morning of June 3, killing 5 local villagers.

2.9 Plateau State: Unknown Gunmen Invade Community, 3 Dead
The Punch reported that unidentified gunmen stormed Irigwe Community in Bassa Local Government Area, Plateau State, on June 3, killing 3 local residents.

2.10 Imo State: Armed Herdsmen Attack Community, 5 Dead
Daily Mail reported that suspected Fulani armed herdsmen attacked Agwa Community in Oguta Local Government Area, Imo State, on the afternoon of June 4, killing 5 residents and kidnapping 3.

2.11 Plateau State: Violent Clash Between Communities, 4 Dead
Daily Trust stated that a violent conflict broke out between members of Gangaran Kwata and Mwaghavul communities in Mangu Local Government Area, Plateau State, in the early morning of June 5, resulting in at least 4 deaths.

2.12 Anambra State: Armed Thugs Attack Security Office, 1 Dead
Premium Times reported that dozens of armed thugs attacked a security office in Umunze Community, Orumba South Local Government Area, Anambra State, in the early morning of June 5, killing 1 staff member and burning several law enforcement vehicles.

III. Public Health

  1. Lassa Fever Outbreak: The Nigeria Centre for Disease Control (NCDC) released a latest report on June 2, 2025 (local time), showing that as of May 25, 2025, 5,242 suspected cases, 739 confirmed cases, and 141 deaths from Lassa fever were reported in 95 local government areas across 18 states in Nigeria. The case fatality rate (CFR) was 19.1%, higher than 18.1% during the same period in 2024.

IV. Safety Guidelines for Chinese Enterprises

Recently, Nigeria's security situation has deteriorated sharply, with violent conflicts and terrorist attacks breaking out in multiple regions, significantly increasing overall security risks. Additionally, Nigerian civil society organizations have announced nationwide protests on June 12. The Security Operations Office of the China-Nigeria General Chamber of Commerce reminds Chinese-funded enterprises and citizens in Nigeria to abide by local public order and laws, and pay attention to the following:

  1. Avoid non-essential outings. If going out is necessary, be accompanied by security personnel and avoid demonstration routes and crowded areas.
  2. Strengthen security protection for camps and residences: lock gates promptly, reinforce doors/windows, and enhance defense measures.
  3. Purchase and stockpile daily necessities (food, medicine, etc.) for emergency preparedness.
  4. Maintain unimpeded communication: stay tuned to embassies/consulates, overseas Chinese associations, and WeChat groups, and keep in touch with nearby enterprises/compatriots to receive safety alerts.
