Political Affairs

Local time on May 23, the ruling All Progressives Congress (APC) of Nigeria convened a national summit. High-ranking officials including President Bola Tinubu, Vice President Kashim Shettima, and Senate President Godswill Akpabio all attended. During the meeting, governors from all states unanimously nominated Tinubu as the sole candidate for the 2027 presidential election. Meanwhile, the opposition camp accelerated its integration. Major opposition leaders such as former Vice President Atiku Abubakar, Labour Party presidential candidate Peter Obi, and former Kaduna Governor Nasir El-Rufai recently announced that the African Democratic Congress (ADC) would serve as the unified political platform to challenge the incumbent president in 2027.

Economic Affairs

Local time on May 20, the Monetary Policy Committee of the Central Bank of Nigeria (CBN) announced that the Monetary Policy Rate (MPR) would remain at a historic high of 27.5% for the third consecutive time. Key parameters such as the 50% Cash Reserve Requirement (CRR) for commercial banks, 16% CRR for mortgage banks, and 30% liquidity ratio were also kept unchanged.

II. Security Incidents

2.1 Benue State: Armed Herdsmen Attack Local Communities, 15 Dead

According to The Punch, suspected armed Fulani herdsmen attacked Ogwumogbo and Okpo’okpolo communities in the Agatu Local Government Area of Benue State on the evening of May 17, killing at least 15 local residents and injuring several others.

2.2 Katsina State: Armed Bandits Attack Village, 19 Dead

Daily Trust reported that armed bandits attacked Gobirawa Village in Kuki Community, Dutsinma Local Government Area of Katsina State at noon on May 17, killing at least 19 local villagers and kidnapping dozens.

2.3 Kaduna State: Armed Kidnappers Invade Village, 6 Abducted

Daily Mail stated that armed kidnappers invaded Hayin Gizo Village in Garun Kurama Community, Lere Local Government Area of Kaduna State in the early morning of May 18, abducting 6 local villagers.

2.4 Kebbi State: Terrorists Attack Village, 15 Dead

The Punch reported that suspected terrorists from the "Rakuraawa" group attacked Waje Village in Danko Wasagu Local Government Area of Kebbi State on May 18, killing at least 15 local villagers.

2.5 Sokoto State: Armed Kidnappers Invade Community, Several Abducted

Daily Mail reported that armed kidnappers invaded Garin Idi Community in Sabon Birni Local Government Area of Sokoto State in the early morning of May 19, abducting several local residents.

2.6 Benue State: Armed Herdsmen Attack Villages, 4 Dead

Daily Trust reported that suspected armed Fulani herdsmen attacked Tse Ikpe Ago and Tse Kologa Villages in Guma Local Government Area of Benue State on the afternoon of May 19, killing 4 local residents.

2.7 Kogi State: Unknown Gunmen Invade Village, 4 Abducted

Sahara Reporters reported that unknown gunmen invaded Okunran Village in Okoloke Community, Yagba West Local Government Area of Kogi State in the early morning of May 20, abducting 4 local villagers.

2.8 Enugu State: Armed Herdsmen Attack Community, 1 Dead

Premium Times reported that suspected armed Fulani herdsmen attacked Umulokpa and Adaba Communities in Uzo-Uwani Local Government Area of Enugu State from May 20 to 21, killing at least 1 local resident and abducting 10 others.

2.9 Federal Capital Territory: Criminal Gang Invades Residential Area, 5 Injured

The Punch reported that an organized criminal gang invaded the Efab Global Estate residential area in the Idu Industrial Park of Abuja, the federal capital, in the early morning of May 21, injuring 5 community security guards and looting a large amount of property.

2.10 Kaduna State: Armed Bandits Attack Community, 3 Dead

Premium Times reported that armed bandits attacked a community near Kaduna International Airport, the capital of Kaduna State, in the evening of May 21, shooting dead 3 members of the local Joint Task Force.

2.11 Benue State: Armed Herdsmen Attack Community, 7 Dead

Sahara Reporters reported that suspected armed Fulani herdsmen attacked Ogwumogbo and Okpokpolo Communities in Agatu Local Government Area of Benue State in the early morning of May 22, killing at least 7 local residents.

2.12 Anambra State: Unknown Gunmen Break into Community, 4 Dead

Premium Times reported that unknown gunmen broke into Isseke Community in Ihiala Local Government Area of Anambra State on the morning of May 22, killing at least 4 local residents.

2.13 Taraba State: Armed Herdsmen Attack Villages, 30 Dead

Daily Mail reported that suspected armed Fulani herdsmen attacked Munga and Magami Villages in Karim-Lamido Local Government Area of Taraba State in the early morning of May 24, killing at least 30 local villagers and destroying numerous houses.

III. Public Health

1. Lassa Fever Outbreak

The Nigeria Centre for Disease Control (NCDC) released the latest report on May 19, 2025 (local time). As of May 11, 2025, a total of 4,963 suspected cases, 720 confirmed cases, and 140 deaths from Lassa fever were reported in 93 local governments across 18 states in Nigeria. The case fatality rate (CFR) was 19.4%, higher than the 18.1% during the same period in 2024.

IV. Safety Work for Chinese Enterprises

The current security situation in Nigeria is complex and severe. The Safety Operations Office of the Nigeria-China General Chamber of Commerce reminds Chinese enterprises and citizens in Nigeria to abide by local public order, good customs, and laws and regulations, and pay attention to the following:

  1. Closely Monitor the Situation: Keep an eye on security dynamics around camps, residences, and workplaces, and observe for any suspicious strangers. Strengthen the identification and inspection of unfamiliar vehicles and personnel entering work and living areas. Pay close attention to local media reports and messages in WeChat groups of chambers of commerce, overseas Chinese associations, and fellow townsman associations to obtain safety reminders in a timely manner.
  2. Pay Attention to Travel Safety: Minimize outdoor activities. If going out is necessary, 务必 (must) strengthen travel security measures, do not disclose itineraries in advance, and choose multiple routes to avoid being tracked by criminals. Resolutely avoid traveling at night or alone, and do not go to remote or sparsely populated places. Stay away from all kinds of gatherings, parades, and other activities.
  3. Prevent Public Security Risks: Strengthen camp security measures, comprehensively inspect and fill security loopholes. Strictly manage local employees and conduct background checks. Enhance awareness of "psychological defense, personnel defense, physical defense, and technical defense", improve emergency plans, and carry out emergency drills.
  4. Beware of Telecom Fraud: Be highly vigilant against criminal activities such as online telecom fraud. When encountering major fund transfers, 务必 (must) stay alert, strengthen discrimination, do not 轻信 (easily believe) calls, text messages, or emails from strangers, and do not use unknown software to avoid being deceived.
  5. Operate Legally and Compliantly: Comply with local laws and regulations and respect local customs and habits. Handle relationships with local employees and communities properly, identify incipient problems in a timely manner, and avoid group safety incidents. Operators in the same industry should strengthen internal unity and avoid vicious competition. In addition, all Chinese enterprises and citizens should conduct self-inspection of their documents. If there are any violations, please actively apply for compliant documents within the "grace period" stipulated by the Nigerian side.
  6. Strengthen Communication and Contact: Maintain regular contact with nearby Chinese enterprises, chambers of commerce, overseas Chinese associations, compatriots, and consular assistance volunteers. Keep in mind the surrounding emergency safety shelters and alarm numbers. In case of an emergency, please call the police in a timely manner and contact the embassies and consulates.
